Draft Climate Action Plan

The City of Salinas is pleased to announce that the Draft Visión Salinas Climate Action Plan (Draft CAP) is available for public review and comment.
 
The Draft CAP was started as part of Visión Salinas 2040 in 2021 along with the first comprehensive update to the City of Salinas’ General Plan since 2002. The Draft CAP establishes a strategic plan for a healthy and resilient Salinas through reducing harmful greenhouse gas emissions, protecting vulnerable populations, and preparing our environment and economy for the future.

Following this initial comment period, the City will incorporate comments and release a revised Draft CAP, along with a Revised Draft General and Draft Environmental Impact Report for both documents, with a formal 45-day comment period.

General Plan Update

Request for Proposals (RFP) - Financial Empowerment Center

Project Overview

The City of Salinas has received grant funding from the Cities for Financial Empowerment Fund (CFE Fund) to establish a Financial Empowerment Center (FEC) as part of a national initiative to expand access to free financial counseling. Through this opportunity, the City is seeking a qualified 501(c)(3) nonprofit to operate the FEC and deliver high-quality, one-on-one financial counseling to Salinas residents.

The program is designed to support low- to moderate-income households in improving financial stability by addressing key areas such as banking, savings, debt, credit, and legacy planning. Services will be offered in English and Spanish and will follow the nationally recognized FEC model. The selected provider will oversee program operations, staffing, outreach, and data reporting in partnership with the City.

Request For Proposals (RFP) - Skyway-Alisal Roundabout Monument

Project Overview

The City of Salinas is seeking a qualified design-build artist or artist team to design, fabricate, and install a site-specific gateway monument or sculpture within the central island of the Skyway–Alisal Roundabout.

This project is part of the Alisal Greening, Beautification, and Safety Project (CIP 9345) and is funded through the Clean California Local Grant Program (CCLGP) and Measure G funds.

The selected artwork will enhance community placemaking, strengthen cultural identity, promote unity and safety, and become part of the City’s Municipal Art Collection.

Draft 2024 Salinas Active Transportation Plan

Draft 2024 Salinas Active Transportation Plan

The City of Salinas Active Transportation Plan will update the 2002 Bikeways Plan and 2004 Pedestrian Plan and will provide a roadmap for future improvements for walking and bicycling in Salinas, including sidewalks, intersection improvements, bicycle facilities, and trails.

The City of Salinas Active Transportation Plan (ATP) is a compilation of the 2018 Salinas Active Transportation Needs Assessment, the 2022 Safe Routes to School Plan and other current planning work. It provides systematic, interactive community engagement, focusing on critical agency stakeholders as well as disadvantaged communities.  The ATP includes a community supported set of implementable active transportation improvements that will encourage active modes of transportation and increase safety for all. The ATP also include strategies to improve bicycle and pedestrian connectivity and safety by expanding the existing bicycle network, improving pedestrian circulation, reducing vehicle trips, creating complete streets, and building a healthy and livable community.

Public input has been the foundation of the planning process which has been gathered through community outreach events, public meetings, and online comments. The final plan is expected to be completed in fall 2024 and will be used to guide future investments and to help the City secure grant funding for project construction. Draft Alisal Streetscape Master Plan

To facilitate the implementation of the Alisal Vibrancy Plan (AVP), the Alisal Streetscape Master Plan (ASMP) specifically advances a set of goals focused on the design of safe, attractive streets and public spaces that increase access for all residents “whether biking, walking, taking transit, or driving a car.” The Alisal Streetscape Master Plan describes improvements for the four primary commercial corridors within the Alisal District: East Alisal Street, East Market Street, Sanborn Road, and Williams Road. The improvements outlined in this Plan are based on an analysis of existing site conditions and context, understanding of community goals, community input, and a transparent design process. This plan builds upon a number of other previous and ongoing planning efforts such as Alisal Complete Streets, Safe Routes to School, Vision Zero, Urban Greening Master Plan, Salinas Active Transportation Plan and more. Public input has been the foundation of the planning process which has been gathered through community workshops and pop-ups, and online comments. We invite the public to provide feedback on the DRAFT ASMP.

Draft Alisal District Identity Master Plan

The Alisal District Identity Master Plan offers guidelines for the East Salinas community to strengthen the district’s identity. These include streetscape improvements, open space improvements, façade improvements, graphic identity, and public art.

The Alisal neighborhood of Salinas first began as its own entity housing migrants from the Dust Bowl as an unincorporated part of Monterey County. It was named after a grove of sycamore trees that were native to the region. In 1963, the Alisal was annexed into the City of Salinas. The term “Alisal” or “The Alisal” can have multiple meanings. For some, it is used when referring to East Salinas, for others it is the East Alisal Corridor, or Alisal High School. In this plan, Alisal is used interchangeably with East Salinas.

The Alisal is a distinctive neighborhood within Salinas, with a place in Californian history as a place of agriculture, migration, and settlement of Mexicans, Latin Americans, Chicanos, Filipinos, Okies and other cultures and a core part of the greater Salinas Valley, which is known as the “Salad Bowl of the World” due to its major role in the production of lettuce and other crops.

Notice is hereby given that a general municipal election will be held in the City of Salinas on Tuesday, the 5th day of November 2024 for the following officers:

  • Mayor, two-year term
  • City Councilmember, District 1, four- year term
  • City Councilmember, District 3, two-year term (Special Consolidated Election)
  • City Councilmember, District 4, four-year term
  • City Councilmember, District 6, four-year term

In keeping with the Charter of Salinas Section 2.5(b) the term of office of a Councilmember who files as a candidate for the Office of Mayor shall automatically expire on the Tuesday next succeeding the general municipal election held following that filing. The filing period for candidates to fill such Councilmember's term shall be extended an additional five days.

The nomination filing period opens on Monday, July 15, 2024.  The regular nomination filing period closes at 4:00 P.M. on Friday, August 9, 2024.  If the incumbent does not file, or fails to qualify, during the regular filing period, the filing period for that office will be extended to other candidates until 4:00 P.M. on Wednesday, August 14, 2024.  The official Nomination Paper shall be obtained from the Salinas City Clerk’s Office at 200 Lincoln Avenue, Salinas, California 93901, (831) 758-7381 by appointment only.

Notice of Exemption for the City of Salinas 2023-2031 Housing Element

On December 5, 2023, the City of Salinas adopted its 2023-2031 (6thCycle) Housing Element and found it exempt from CEQA under State CEQA Guidelines Section 15061(b)(3) as discussed in the attached Notice of Exemption and technical memorandum. Salinas Broadband Master Plan Public Review

The Broadband Master Plan is a strategy for the City of Salinas to establish a City-wide fiber network that prioritizes underserved and unserved communities and local economic development opportunities.

The City of Salinas obtained state funding through the Local Agency Technical Assistance (LATA) program; this funding award stipulated that the City had to create a plan for infrastructure upgrades to support broadband deployment in the Alisal neighborhood and also create a plan to expand broadband deployment to the rest of the City in the future. Additionally, the funding included provisions for the development of construction plans for broadband infrastructure within the Alisal neighborhood. The Alisal Neighborhood fiber network design was completed and submitted in January 2024 for permitting. It is important to note that the LATA funding allows for planning of future broadband infrastructure but does not include funding for construction activities. The preliminary planning for a public Wi-Fi network plan in the Alisal Neighborhood is also included in this Broadband Master Plan.

The Broadband Master Plan continues the City’s ongoing efforts to improve connectivity by investing in broadband infrastructure that will support residential, business, and governmental needs. In 2015, the City of Salinas adopted a Broadband Plan to develop local broadband infrastructure and encourage local economic growth in targeted areas. Since 2015, the City of Salinas has adopted broadband-friendly policies in order to increase broadband availability and upgrade broadband infrastructure. .

RFP for Salinas Zoning Code Update

The City of Salinas (the City) is requesting proposals for consulting firms (the Consultant) to provide planning services related to the preparation and processing of a comprehensive update to its Zoning Code and map (the “ZCU”).  The City is in the process of completing its first comprehensive General Plan update in over two decades, which will include a place-based approach to land use planning, an Environmental Justice Element, and the simultaneous completion of the City’s first Climate Action Plan (CAP).
The ZCU shall accomplish the following goals:
  • Implement the Visión Salinas 2040 General Plan policies once adopted
  • Implement relevant programs of the 2023-2031 Housing Element
  • Bring the Zoning Code into compliance with state and federal law
  • Create a code that is user-friendly for the public and staff
  • Generate “buy-in” from the community and stakeholders through its engagement process 
The selected Consultant will develop a hybrid zoning code that utilizes form-based standards, performance standards, traditional zoning standards, and incentives, depending on the area of the city and land use.

The Salinas City Council will hold a public hearing on Tuesday, December 03, 2024 at 4 p.m. in the City Hall Rotunda, 200 Lincoln Avenue, Salinas, at its regularly scheduled meeting to consider approval of an Energy Services Contract pursuant to California Government Code sections 4217.10-4217.18.

 

The Salinas City Council will consider whether the anticipated cost for services under the proposed agreement will be less than the anticipated marginal cost of energy that would have been consumed by the City in the absence of the proposed agreement.

City of Salinas, Salinas Municipal Airport recipient of Federal Aviation Administration (FAA) Funds Disadvantage Business Enterprises (DBE) Program for Federal Fiscal Years (FFY) 2025 through 2027 Goals.

The purpose of this notice is to afford certified Disadvantage Business Enterprises (DBEs), general contractor groups, minorities, and woman’s organizations an opportunity to participate and comment on the City of Salinas draft FFY-2025 to FFY-2027 DBE program and goal.

The City of Salinas DBE program proposed goal, and methodology may be reviewed for 30 calendar days starting with the first day of publication of this notice.

2025 Mobilehome Park Rent Increase Notice

This notice serves to inform all mobile home park owners and tenants of recent change and to provide guidance on how future rent increases will be determined under the Rent Stabilization Ordinance (RSO).

On September 24, 2024 the City Council adopted the Rent Stabilization Ordinance that limits rent increases on residential real property to the lesser of 2.75% or 75% of the most recent 12-month increase in the Consumer Price Index for All Urban Consumers (CPI-U), Series Title: All items in West urban, all urban consumers, not seasonally adjusted published by the Bureau of Labor Statistics. Only one rent increase per 12-month period is permitted. Additionally, any reduction in housing services is considered an increase in rent. [Chapter 17-02.-04].

Effective February 1st, 2026, mobile home park rent increases will be governed by the Rent Stabilization Ordinance (RSO), which supersedes the previous provisions of Salinas City Code Chapter 17.1 related to mobile home park rent adjustments.
