Early Notice and Public Review of a Proposed Activity in a 500-Year Floodplain

EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED ACTIVITY IN A 500-YEAR FLOODPLAIN

This is to give notice that the City of Salinas Housing Division has determined that a portion of the proposed St. George’s Senior Apartments project, funded through the U.S. Department of Housing and Urban Development’s (HUD’s) HOME Investment Partnership Program (HOME) is located in a 500-year floodplain. The City of Salinas Housing Division will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988 and in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.

The proposed project will be located at 376 E. Alvin Drive in Salinas, Monterey County, and will consist of a 36-unit affordable senior housing development, including 35 one-bedroom units and one manager’s unit within a single building. The project also includes 31 parking spaces, including two accessible spaces, and a community room with offices.

The project will be located in a 500-year floodplain but is not located within or will affect a 100-year floodplain or negatively affect floodplain values.

AVISO ANTICIPADO Y REVISIÓN PÚBLICA DE UNA ACTIVIDAD PROPUESTA EN UNA LLANURA ALUVIAL DE 500 AÑOS

Por medio del presente, se notifica que la División de Vivienda de la Ciudad de Salinas ha determinado que el proyecto propuesto, St. George’s Senior Apartments, en el marco del programa de Asociación de Inversión HOME (HOME) del Departamento de Vivienda y Desarrollo Urbano de los EE. UU. (HUD)— se encuentra ubicada en una llanura aluvial de 500 años. La División de Vivienda de la Ciudad de Salinas procederá a identificar y evaluar las alternativas viables a la ubicación de dicha acción en la llanura aluvial, así como los posibles impactos que la acción propuesta podría generar en dicha llanura, tal como lo exige la Orden Ejecutiva 11988 y de conformidad con las reglamentaciones del HUD establecidas en el Título 24 del CFR, Sección 55.20, Subparte C Procedimientos para la determinación de la gestión de llanuras aluviales. 

El proyecto ubicará en el 376 E. Alvin Drive, en la ciudad de Salinas, condado de Monterey; se tratará de un proyecto de vivienda asequible para personas mayores compuesto por 36 unidades, el cual consistirá en un único edificio situado en una sola parcela, con 35 unidades de un dormitorio y una unidad para el administrador. El sitio contará con 31 espacios de estacionamiento, incluyendo 2 accesibles, y una sala comunitaria que albergará oficinas.

El proyecto estará situado en una llanura aluvial de 500 años; asimismos, el proyecto no se ubicará dentro de una llanura aluvial de 100 años ni la afectará, ni tampoco impactará negativamente los valores asociados a las llanuras aluviales.

Notice of Finding of No Significant Impact & Notice of Intent to Request Release of Funds - Vista de la Terraza Project

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT & INTENT TO REQUEST RELEASE OF FUNDS

On or about June 10, 2026, the City of Salinas Community Development Department will submit a request to the Housing and Urban Development (HUD) for the release of $440,000.00 in Community Development Block Grant (CDBG) program funds and $610,000.00 in HOME Investment Partnership Program (HOME) Community Housing Development Organization (CHDO) Set-Aside funds under Title II of the Cranston-Gonzales National Affordable Housing Act of 1990 (24 CFR Part 92), as amended, to undertake a project known as the Vista de la Terraza Project for the purpose of conducting minor rehabilitation for the project including interior, exterior, and grounds rehabilitation work, located at 165-177 Carr Ave. Salinas, CA, 93905 (APN: 004-021-019-000 & 004-081-134-000).

 

The City of Salinas Community Development Department has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. 

 

Any individual, group, or agency may submit written comments on the ERR to the City of Salinas Community Development Department located 65 W Alisal Street, 2nd Floor, Salinas, CA 93901 or by email to housingwebmail@salinas.gov.  All comments received by June 9, 2026, will be considered by the City of Salinas Community Development Department prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

Draft Climate Action Plan

The City of Salinas is pleased to announce that the Draft Visión Salinas Climate Action Plan (Draft CAP) is available for public review and comment.
 
The Draft CAP was started as part of Visión Salinas 2040 in 2021 along with the first comprehensive update to the City of Salinas’ General Plan since 2002. The Draft CAP establishes a strategic plan for a healthy and resilient Salinas through reducing harmful greenhouse gas emissions, protecting vulnerable populations, and preparing our environment and economy for the future.

Following this initial comment period, the City will incorporate comments and release a revised Draft CAP, along with a Revised Draft General and Draft Environmental Impact Report for both documents, with a formal 45-day comment period.

The City of Salinas is pleased to announce that the Draft Visión Salinas 2040 General Plan (Draft General Plan) is available for public review and comment.

Visión Salinas 2040 was started in 2021 and is the first comprehensive update to the City of Salinas’ General Plan since 2002. The draft Visión Salinas 2040 General Plan was developed with extensive community and stakeholder engagement and is intended to reflect the Community’s shared vision for a thriving Salinas. Request for Proposals (RFP) - Financial Empowerment Center

Project Overview

The City of Salinas has received grant funding from the Cities for Financial Empowerment Fund (CFE Fund) to establish a Financial Empowerment Center (FEC) as part of a national initiative to expand access to free financial counseling. Through this opportunity, the City is seeking a qualified 501(c)(3) nonprofit to operate the FEC and deliver high-quality, one-on-one financial counseling to Salinas residents.

The program is designed to support low- to moderate-income households in improving financial stability by addressing key areas such as banking, savings, debt, credit, and legacy planning. Services will be offered in English and Spanish and will follow the nationally recognized FEC model. The selected provider will oversee program operations, staffing, outreach, and data reporting in partnership with the City.

Request For Proposals (RFP) - Skyway-Alisal Roundabout Monument

Project Overview

The City of Salinas is seeking a qualified design-build artist or artist team to design, fabricate, and install a site-specific gateway monument or sculpture within the central island of the Skyway–Alisal Roundabout.

This project is part of the Alisal Greening, Beautification, and Safety Project (CIP 9345) and is funded through the Clean California Local Grant Program (CCLGP) and Measure G funds.

The selected artwork will enhance community placemaking, strengthen cultural identity, promote unity and safety, and become part of the City’s Municipal Art Collection.

Draft Alisal District Identity Master Plan

The Alisal District Identity Master Plan offers guidelines for the East Salinas community to strengthen the district’s identity. These include streetscape improvements, open space improvements, façade improvements, graphic identity, and public art.

The Alisal neighborhood of Salinas first began as its own entity housing migrants from the Dust Bowl as an unincorporated part of Monterey County. It was named after a grove of sycamore trees that were native to the region. In 1963, the Alisal was annexed into the City of Salinas. The term “Alisal” or “The Alisal” can have multiple meanings. For some, it is used when referring to East Salinas, for others it is the East Alisal Corridor, or Alisal High School. In this plan, Alisal is used interchangeably with East Salinas.

The Alisal is a distinctive neighborhood within Salinas, with a place in Californian history as a place of agriculture, migration, and settlement of Mexicans, Latin Americans, Chicanos, Filipinos, Okies and other cultures and a core part of the greater Salinas Valley, which is known as the “Salad Bowl of the World” due to its major role in the production of lettuce and other crops.

 In keeping with the Charter of Salinas Section 2.5(b) the term of office of a Councilmember who files as a candidate for the Office of Mayor shall automatically expire on the Tuesday next succeeding the general municipal election held following that filing. The filing period for candidates to fill such Councilmember's term shall be extended an additional five days.

Notice of Exemption for the City of Salinas 2023-2031 Housing Element

On December 5, 2023, the City of Salinas adopted its 2023-2031 (6thCycle) Housing Element and found it exempt from CEQA under State CEQA Guidelines Section 15061(b)(3) as discussed in the attached Notice of Exemption and technical memorandum. RFP for Salinas Zoning Code Update

The City of Salinas (the City) is requesting proposals for consulting firms (the Consultant) to provide planning services related to the preparation and processing of a comprehensive update to its Zoning Code and map (the “ZCU”).  The City is in the process of completing its first comprehensive General Plan update in over two decades, which will include a place-based approach to land use planning, an Environmental Justice Element, and the simultaneous completion of the City’s first Climate Action Plan (CAP).
The ZCU shall accomplish the following goals:
  • Implement the Visión Salinas 2040 General Plan policies once adopted
  • Implement relevant programs of the 2023-2031 Housing Element
  • Bring the Zoning Code into compliance with state and federal law
  • Create a code that is user-friendly for the public and staff
  • Generate “buy-in” from the community and stakeholders through its engagement process 
The selected Consultant will develop a hybrid zoning code that utilizes form-based standards, performance standards, traditional zoning standards, and incentives, depending on the area of the city and land use.

2025 Mobilehome Park Rent Increase Notice

This notice serves to inform all mobile home park owners and tenants of recent change and to provide guidance on how future rent increases will be determined under the Rent Stabilization Ordinance (RSO).

On September 24, 2024 the City Council adopted the Rent Stabilization Ordinance that limits rent increases on residential real property to the lesser of 2.75% or 75% of the most recent 12-month increase in the Consumer Price Index for All Urban Consumers (CPI-U), Series Title: All items in West urban, all urban consumers, not seasonally adjusted published by the Bureau of Labor Statistics. Only one rent increase per 12-month period is permitted. Additionally, any reduction in housing services is considered an increase in rent. [Chapter 17-02.-04].

Effective February 1st, 2026, mobile home park rent increases will be governed by the Rent Stabilization Ordinance (RSO), which supersedes the previous provisions of Salinas City Code Chapter 17.1 related to mobile home park rent adjustments.

NOTICE IS HEREBY GIVEN that on May 2, 2026, the City of Salinas (City) will make available the draft fiscal year (FY) 2026-2027 Annual Action Plan (Action Plan). The Action Plan describes the programs, projects, and proposed activities to be implemented with FY 2026-2027 (July 1, 2026 - June 30, 2027) U.S. Department of Housing and Urban Development's (HUD) entitlement Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding.

In FY 2026-2027, the City anticipates receiving up to $2,196,140 in HUD entitlement CDBG funds; $37,000 in CDBG Program Income (PI); $844,248.40 in HOME funds; $40,000 in HOME PI; and $191,548 in ESG funds. Funding is based on FY 2026-27 funding allocations and estimated program income funds.
