On or about August 28, 2026, the City’s Housing Division will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Planning and Development (CPD) Community Development Block Grant (CDBG) (Entitlement) funds under 24 Code of Federal Regulations (CFR) part 570 of the fiscal year (FY) 2022-23 Federal Entitlement CDBG (B-22-MC-06-0005), 2025-26 (B-25-MC-06-0005), and 2026-27 (B-26-MC- 06-0005) to undertake a project known as the Chinatown Neighborhood Improvements Project (project) for the purpose of installing various infrastructure improvements.
These improvements include 1) street improvements, 2) sidewalk improvements, 3) streetlights improvements, 4) Americans with Disabilities Act (ADA) curb cut upgrades & ramps, and 5) miscellaneous as-needed infrastructure improvements to facilitate project activities identified under items 1) through 4).
The City of Salinas Community Development Department has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Salinas Community Development Department located 65 W Alisal Street, 2nd Floor, Salinas, CA 93901-2639 and may be examined or copied weekdays 9:00 A.M to 4:00 P.M. The ERR can also be requested through mail. Any individual, group, or agency may submit written comments on the ERR to the City of Salinas Community Development Department located 65 W Alisal Street, 2nd Floor, Salinas, CA 93901 or by email to housingwebmail@salinas.gov, include “Chinatown Neighborhood Improvements Environmental Review” in the subject line. All comments received by August 27, 2026, will be considered by the City of Salinas Community Development Department prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
