Salinas is a Council-Manager City

The City of Salinas operates under a Council–Manager form of government. The City Council sets policy, adopts ordinances, approves the annual budget, and appoints members to advisory boards and commissions. The seven‑member City Council includes six district‑elected Councilmembers who serve staggered four‑year terms, and a Mayor who is elected at‑large to a two‑year term.

The City Manager is appointed by the City Council and oversees the day‑to‑day operations of all City departments. The City Manager carries out the policies and priorities set by the Council. The City Attorney, also appointed by the Council, provides legal guidance to City officials, departments, and commissions.

Boards and Commissions 

Boards and commissions help the City Council make decisions. Community members can apply to serve on these groups. They study issues, listen to the public, and give advice to the City Council. The City Council chooses who will serve on each board or commission.

City Services

The City of Salinas provides many services that help our community every day. These include:

Utilities and Contracted Services 

Salinas is not a full‑service city. This means some services are provided by other agencies. Examples include:

  • Electricity and natural gas
  • Garbage and recycling
  • Sewer service
  • Street sweeping
  • Water

The City works with these partner companies to provide these services to our residents.
