About the Department

The Community Development Department is committed to creating a safe, healthy, and prosperous Salinas through targeted revitalization and sustainable, well-designed land use and development. Department functions include planning, permitting, management of federal funding, housing production, code enforcement, and business development. There are six divisions in the Department:

Permit Services

Reviews construction plans, issues permits, and coordinates inspections to help ensure projects meet building codes and safety standards.

Code Enforcement

Helps maintain safe and healthy neighborhoods by addressing blights, zoning violations, unpermitted work, and other code concerns.

Current Planning

Reviews development proposals and planning applications to help ensure projects meet city plans, zoning rules, and other requirements.

Housing & Community Development

Supports affordable housing, housing programs, community development funding, and services related to housing stability and homelessness response.

Advanced Planning & Project Implementation

Leads long-range planning efforts, policy updates, and revitalization initiatives that help guide Salinas’s future growth and development.

Draft Vision Salinas General Plan 

The City’s draft long-range plan is open for public review and comment, reflecting community input and a full update to Salinas’ General Plan (the first comprehensive update since 2002). Residents can read the draft and submit feedback to help shape Salinas’ shared vision for the future.

Pilot Rental Assistance Program

This pilot program offers short-term rental assistance and supportive services for Salinas residents facing eviction due to non-payment of rent, with the goal of keeping households stably housed and reducing homelessness risk.
