About the Division

The Housing and Community Development Division enhances the Salinas community by assisting low- and moderate-income families, reducing slums and blight, and responding to emergencies through the administration of grants from the U.S. Department of Housing and Urban Development, the California Department of Housing & Community Development, and other housing resources. Each year, the Division effectively manages three HUD grants: the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), and the Emergency Shelter Grant (ESG). In addition, the Division actively fosters housing development by creating incentives (density bonus) and regulations (inclusionary housing), preserving existing affordable housing, and funding the development of new affordable housing units. In addition, the Division also provides services and assistance for the unsheltered households in our community.

Annual Point-in-Time (PIT) Count

City of Salinas staff joined local partners to support the annual Point-in-Time Count, a federally required one-night effort to count people experiencing homelessness in shelters and in unsheltered locations across the community. While the count captures only a single night, it provides critical data that helps guide local planning, improve outreach, and strengthen applications for state and federal funding.

Mobile Home - Max Rent Increase

Effective February 1, 2026, rent increases for mobile home parks in Salinas will be governed by the City’s Rent Stabilization Ordinance, adopted by the City Council on September 24, 2024. The ordinance limits  rent increases on residential real property to the lesser of 2.75% or 75% of the most recent 12-month increase in the Consumer Price Index, allows only one rent increase in a 12-month period, and considers any reduction in housing services to be an increase in rent.

Salinas Local Housing Trust Fund

The Salinas Local Housing Trust Fund Program is a state-supported initiative that helps fund affordable housing, transitional housing, and emergency shelters. As an existing applicant, the City of Salinas may request up to $5 million in matching funds and, if awarded, would use the funding to support new affordable multifamily rental housing for lower-income households.

Rental Assistance Program

The Pilot Rental Assistance Program provides one-time, short-term rental assistance to eligible Salinas residents facing eviction due to nonpayment of rent. Available from December 15, 2025 through June 30, 2026, or until funds are exhausted, the program helps households stay housed and connects them with supportive services.
