About the Department
The Community Development Department is committed to creating a safe, healthy, and prosperous Salinas through targeted revitalization and sustainable, well-designed land use and development. Department functions include planning, permitting, management of federal funding, housing production, code enforcement, and business development. There are six divisions in the department: Administration, Advanced Planning and Project Implementation (APPI), Code Enforcement, Current Planning, Housing & Community Development, and Permit Services.

Draft Vision Salinas General Plan
The City’s draft long-range plan is open for public review and comment, reflecting community input and a full update to Salinas’ General Plan (the first comprehensive update since 2002). Residents can read the draft and submit feedback to help shape Salinas’ shared vision for the future.

Pilot Rental Assistance Program
This pilot program offers short-term rental assistance and supportive services for Salinas residents facing eviction due to non-payment of rent, with the goal of keeping households stably housed and reducing homelessness risk.

Showcase at Hebbron Family Center
Join the City of Salinas for a National Community Development Week exhibition highlighting local housing and community development projects. The event will showcase recent investments and improvements that support Salinas neighborhoods and quality of life.
