About the Program 

The City of Salinas Rental Assistance Program (RAP) provides short-term rental assistance and supportive services to eligible Salinas residents experiencing financial hardship and at risk of eviction due to non-payment of rent. The City of Salinas continues to provide rental assistance and housing stability resources to eligible residents through ongoing funding and in collaboration with the Monterey County Office of Education (MCOE) and ECHO Housing.

Monterey County Office of Education (MCOE) – Connections Program

The Connections Program supports homeless, foster, and justice-involved youth and their families by providing services that promote educational, emotional, social, and physical well-being. The program follows the City of Salinas Rental Assistance Program requirements.

City of Salinas Households without minor children are encouraged to contact:

ECHO Housing

ECHO Housing assists City of Salinas residents with delinquent rent due to temporary financial hardship. The program follows all City of Salinas Rental Assistance Program requirements.

Initial Required Documentation

Applicants should be prepared to provide:

• Most recent lease agreement
• 3-Day Notice to Pay or Quit
• Identification and income documentation for all household members
