Certificate of Signature Verification of Referendum Petition Received

On August 15, 2025, the City of Salinas received notification from the County of Monterey Registrar of Voters regarding their signature verification of the petition submitted by “Protect Salinas Renters 2026 - to Support a Referendum of an Ordinance Repealing Rent Stabilization and Tenant Protections” on July 3, 2025. The Registrar of Voters completed their review and provided a Certificate of Signature Verification that reflects that the requisite number of valid registered voter signature of 10% (6,998) has been met.

A report regarding the results of the referendum petition is scheduled to be presented to the City Council on August 26, 2025. At that time, the City Council will be presented with two options: (1) repeal the ordinance, or (2) submit the question on the repeal ordinance to the voters at a special or general municipal election.

If the City Council elects to repeal the ordinance, no further action is required and Ordinance No. 2663, codified at Article I of Chapter 17 of the Salinas Municipal Code (Residential Rental Registration); Ordinance No. 2681, codified at Article IIA of Chapter 17 of the Salinas Municipal Code (Rent Stabilization); Ordinance No. 2682, codified at Article IIB of Chapter 17 of the Salinas Municipal Code (Tenant Protection and Just Cause Eviction); and Ordinance No. 2683, codified at Article IIC of Chapter 17 of the Salinas Municipal Code (Tenant Anti-Harassment) will remain in effect and no additional election proceedings are required and no election-related costs will be incurred.

If the City Council chooses to call a special election, it must do so not sooner than 88 days (November 10, 2025) and all elections proceedings related to the referendum process will apply. The City Council will need to identify a Special Election date at a future City Council meeting. The City Council may also opt to consolidate the referendum with the next general municipal election scheduled for November 3, 2026.
