On September 23, 2025, City Council established a Residential Sewer Payment Assistance Program the "Program" which will provide qualifying residential sewer ratepayers with a one-time annual payment equal to 15% of the cumulative City Sewer System charges for the fiscal year.
City Council appropriated $150,000 from the General Fund for the Program Fiscal Year 2025-26. As required by law, the program cannot be funded through user fees assessed to ratepayers.

City of Salinas residential sewer ratepayers will be receiving information about the City’s Residential Sewer Payment Assistance Program in their upcoming Monterey One Water October-November 2025 bimonthly bill.
Monterey One Water (M1W) serves as the billing and collection agency for sewer utility charges assessed to Salinas area ratepayers. The new City of Salinas sewer system rates become effective on October 1, 2025, and will be reflected in Monterey One Water's (M1W's) October-November 2025 bimonthly bill which ratepayers will be receiving early in November 2025.
