Technical Advisory Committee

The Technical Advisory Committee (TAC) is a diverse group of stakeholders with experience and knowledge related to housing initiatives. Members were selected based on their expertise, credibility and ability to provide valuable insights to housing related topics. The committee includes one representative from the following organizations:

Draft Rent Stabilization & Community Engagement

The City of Salinas is working on a Rent Stabilization Ordinance (RSO). Subsequent meetings and listening sessions are to come before the Ordinance is taken to City Council in Summer 2024.

The City Council's Housing and Land Use Committee will consider a final draft of the Ordinance on August 13, 2024, and will consider a recommendation to the City Council for its consideration on August 20, 2024. Public comments can be submitted to PublicComment@ci.salinas.ca.us

Inclusionary Housing Ordinance

The Inclusionary Housing Ordinance purpose is to enhance the public welfare by establishing policies which require the development of housing affordable to households of very low, lower, median, moderate, and workforce incomes, assist in meeting the city's share of regional housing needs as mandated by state law, offset the demand for affordable housing that is created by new market-rate housing development, and implement the housing element's goals and objectives.

Rental Registry Ordinance

On April 4th, the City Council adopted a Residential Rental Registration Ordinance. 

Rental registration programs are often used by local jurisdictions as a tool to promote community health and safety through the identification of residential rental units and corresponding up to date emergency contact information. This minimally collected information is also vital in supporting cities in assessing current rental housing stock and future rental housing needs,  develop and implement Housing Element requirements, support additional production of rental units, and to provide a robust platform to provide much-needed Fair Housing services and supports, such as linkages to mediation assistance, access to potential rental supports and landlord incentives,  and relevant information regarding applicable legislation and regulations and locally available resources.

On September 24, 2024, the City Council adopted three new ordinances that will go into effect on January 1, 2025.
