Construction and Demolition Requirements

Compliance with C&D Requirements

Code requirement (Salinas Municipal Code 9-11.1): C&D projects must divert at least 65% of debris and 100% of inert materials generated by the project.

What you must submit: Provide a C&D Waste Reduction & Recycling Plan with your permit application (before permit issuance), and a final C&D Waste Reduction & Recycling Report at project closeout.
Download C&D Waste Application Document (PDF) (opens in new window) (PDF, 2MB)

Important: Missing recycling documentation may result in non-compliance fees and can delay your Certificate of Occupancy or final inspection.

Why divert C&D materials?

  • Conserves raw materials, energy, and water.
  • Reduces greenhouse gas emissions and other pollutants.
  • Saves landfill space and can reduce disposal and transportation costs.
  • Deconstruction (instead of demolition) can help meet diversion requirements.

Diversion tips

  • Develop a recycling plan before the project begins.
  • Recyclable materials can change during a project.
  • Materials may be commingled or source-separated.
  • Examples: concrete, asphalt, cardboard, plastics, metal, clean wood, yard waste, masonry.
