2026 Income and Rent Limits

For the Following City Programs: 

  • Inclusionary Housing Program 

  • Housing Successor Agency (HSA) Program  

  • Supplemental Educational Revenue Augmentation Fund (SERAF) Program 

  • Salinas Redevelopment Agency (SRA) Program 

  • HOME Investment Partnerships Program (HOME) Program 

  • Community Development Block Grant (CDBG) Program 

  • Permanent Local Housing Allocation (PLHA) Program 

  • Density Bonus Program 

 

Effective Dates: 

  • The 2026 income and rent limits for the Inclusionary Housing, PLHA, and SRA Programs went into effect on June 23, 2026, as published by the California Department of Housing and Community Development (HCD). 

  • The 2026 income and rent limits for the HOME and CDBG Programs went into effect on June 1, 2026, as published by the U.S. Department of Housing and Urban Development (HUD). 

  • 2026 Utility Allowances published on the Housing Authority of the County of Monterey (HACM) website, effective February 1, 2026.
